Mobilizing is not organizing

Mobilizing turns out people who already agree. Organizing builds the relationships and leadership that make people willing to take risks together over years. Both matter. They are not the same.

When a group blasts an email and 200 people show up to a rally, that is mobilizing. It works when people already share your analysis and have low-cost ways to act. It collapses the moment the issue gets complicated, the opposition pushes back, or the easy ask runs out.

Organizing is slower and harder. It is the work of identifying people who are affected by an injustice, building relationships with them one conversation at a time, surfacing their self-interest, developing their leadership, and turning a loose collection of contacts into a base — a group of people who trust each other enough to take collective risks. Hahrie Han calls this the difference between 'transactional' and 'transformational' engagement.

A campaign that only mobilizes spikes and dies. A campaign that organizes can lose a fight, regroup, and come back stronger because the base remains. The Montgomery Bus Boycott did not start with a viral moment — it ran for 381 days because Jo Ann Robinson and the Women's Political Council had spent years organizing.

Throughout this course, 'base building' means the long, relational, leadership-developing work of organizing. The tools we will use, Action Network in particular, are excellent for both — but the discipline behind the tool determines whether you build power or just collect emails.
