Theory of change in one paragraph

A theory of change is a sentence (or short paragraph) that says: who has the problem, what change we want, who has the power to grant it, and how the base will move them. If you can't say it out loud at a bus stop, it isn't done.

A working theory of change has four parts. Constituency: who is directly affected and will lead. Demand: the specific, winnable change. Target: the person or body with the formal power to grant the demand. Mechanism: the kinds of action your base will take to make the target choose yes over no.

Compare two versions of the same campaign. Weak: 'We want to raise awareness about housing.' Strong: 'Renters in three majority-Black precincts of southwest Atlanta will win a just-cause eviction ordinance from Atlanta City Council by building a 500-household base that turns out to three council meetings, holds public testimony from 30 affected tenants, and runs accountability sessions with five swing council members.'

The strong version names the constituency (renters in three precincts), the demand (just-cause eviction ordinance), the target (Atlanta City Council, especially five swing members), and the mechanism (500-household base, testimony, accountability sessions). Every choice the campaign makes after this — what list to build, what meetings to hold, what to put on Action Network — is judged against whether it moves the theory of change forward.

Theories of change are revised, not engraved. New information, a target who flips, a new ally — all of these update the theory. But if you do not write one down at the start, you will spend a year mobilizing without ever asking whether you're getting closer to the win.
